Personally, I think this would need to be handled on a case by case basis.  If parents visible instil in their children bullying behavior and/or techniques, then by all means they should be held accountable.  I teach my parents that bullying is wrong in every and any way.  Each of my children have been bullied in one way or another at one time or another.  Every part of bullying hurts. The effects last forever. Even when an apology is offered, it’s not comfort for the damage that has already been felt. Sometimes, those that bully the most are those that were bullied themselves.  Others that are bullied are people that bullies know are too afraid to say anything to anyone including their own parents. As a parent, if you don’t know what signs to look for then you are helpless and often arrive into the situation when it is too late to do anything about it and your child is already lost to you. Do what ever you can to educate yourself to the art of bullying and the signs to watch for in a person that is being bullied.
